Luttrell Introduces the CARTEL Act to Expose Border Threats

February 6, 2025

WASHINGTON – Congressman Morgan Luttrell (R-TX) introduced the Cartel and Radical Terrorist Enforcement Log (CARTEL) Act, a bill aimed at increasing transparency on the national security threats posed by terrorist organizations, including cartels, exploiting U.S. borders.

"Thanks to the Biden Administration’s open-border policies, dangerous cartels have been running our borders and profiting from human and drug trafficking,” said Congressman Luttrell. “Americans deserve to know exactly who is trying to enter our country. The CARTEL Act will provide critical transparency and accountability in the fight to secure our borders and protect our communities."

The CARTEL Act mandates that Customs and Border Protection (CBP) report whether individuals on the Terrorist Screening Database (TSDB) were released into the United States, along with tracking cartel-affiliated individuals attempting illegal crossings. Additionally, it requires a comprehensive report to Congress detailing which terrorist organizations, including cartels, are actively working to infiltrate the country via the northern, southern, and maritime borders.

This legislation is cosponsored by: Representatives Mike Collins (R-GA), Bryan Steil (R-WI), Daniel Webster (R-FL), Carlos Gimenez (R-FL), Andrew Garbarino (R-NY), Jen Kiggans (R-VA), Randy Weber (R-TX), Jack Bergman (MI-01), Michael McCaul (R-TX), and Brian Babin (R-TX).
