Description of Project: This would create a smart warehouse workforce training center. The facility will offer specialized training to truck drivers to load to and from the warehouse via a digital bill of landing, inventory specialists, material handlers, and robotics operators who move the stock, and smart warehouse technicians who maintain the equipment.
Project Name: Deer Trail Two Subdivision Drainage Improvements

Description of Project: The project is for two drainage improvements projects within the Deer Trail Two Subdivision through the construction of an underground trunkline and storm sewer system. These improvements will convey stormwater flows to outfalls at existing drainage channels. This project will ensure that mitigation efforts protect over 80 structures and enhance the overall resilience of the community.

Description of Project: The funding would be used to advance plans to upgrade two sections of US 59 as part of the ongoing development of I-69 in Texas. Funds will assist with the PS&E section in Livingston as well as ROW purchase for the section from Shepherd to the Trinity River. The Congressionally authorized I-69 project is critical to facilitate freight movement, storm evacuation, and economic development in Texas.
Project Name: Walker County Emergency Animal Shelter and Multi-Use Facility

Description of Project: The funding would be used to establish a dedicated emergency animal shelter in Walker County and would serve not only residents, but also the broader region, setting a precedent for how communities can incorporate animal welfare into comprehensive emergency planning. The establishment of this shelter would address economic vulnerability for small agricultural operators and decrease disaster recovery costs.

Description of Project: The funding would be used to enhance safety improvements at the intersections of Clay Road and Fry Road – a crossing identified on the High Injury Network. Installing a new traffic signal system and approximately 1,000 feet of sidewalk, this project will close critical connectivity gaps, providing safer routes for all residents while improving traffic flow for motorists. These improvements will enhance quality of life for residents while advancing broader goals to improve public safety and support a more connected transportation network.

Description of Project: The funding would be used to construct the final two lanes, including a bridge, of the four-lane boulevard over Langham Creek. This project would provide north-south connectivity to West Road and Tuckerton Road, which are direct routes to State highway 99. This would increase safety, improve access to an evacuation route, and complete a contiguous four-mile segment of Mason Road.
Project Name: Telge Road Reconstruction Project

Description of Project: The funding would be used to reconstruct the aged 4-lane Telge Road concrete boulevard from N. Berwick Drive to US 290. This road segment, which is within a heavy industrial area, has reached the end of its service life and requires extensive resources to continually repair and replace sections. Reconstruction will increase safety by incorporating left turn lanes, improve access to US 290 (a hurricane evacuation route), and significantly reduce hazardous conditions and road closures required to repair intermittent hazards.
Project Name: Protecting and Enhancing the W. G. Jones State Forest for Public Safety and Resiliency

Amount: $1,250,000
Description of Project: The project will be used for conserving working forestlands, protecting forest resources, enhancing public benefits from trees and forests, and mitigating wildfire risks. The project is an appropriate use of taxpayer funds because without this project, 1700 acres of high wildfire risk remain untreated. Forest stands will continue to overgrow increasing risk and likelihood of catastrophic wildfire in this highly urbanized area. This also increases the likelihood of areas of the state forest being closed for public use.
Project Name: Montgomery County Fire Marshal’s Office Bomb Squad Sustainment

Description of Project: This project will sustain and support the Montgomery County Fire Marshal Bomb Squad’s specialized mission. Montgomery County’s Bomb Squad responds regionally throughout Southeast Texas, including Houston, and supports jurisdictions who do not have these specialized capabilities. Specifically, funds will be used to ensure the bomb squad’s equipment meets the necessary certifications to safely respond to, and render safe, explosive devices in addition to other hazards, like suspicious packages and bomb threats.
Project Name: Advanced Surgical Capacity Building Project

Description of Project: This project will support instrumentation for the LAST Lab at Sam Houston State University College of Osteopathic Medicine (SHSU-COM). Through this project, SHSU COM will acquire a da Vinci Surgical System to serve as the anchor robotic training platform and establish a fully integrated simulation laboratory that supports laparoscopic, endoscopic, and robotic skill development. The instrumentation will support research and training in advanced surgical simulation, robotic surgical systems, and minimally invasive training platforms for faculty, medical students, medical residents, and practicing physicians in advanced surgical technologies and skills.
Project Name: Drone as First Responder (DFR) – Real-Time Command & Operations Platform

Description of Project: This project is designed to modernize HPD’s public safety response through coordinated, technology-driven oversight of drone deployments. By consolidating drone operations into a centralized command layer, HPD will ensure DFR missions are strategically aligned with patrol and tactical response, compliant with Federal Aviation Administration (FAA) airspace requirements and department policy, and are prioritized according to incident severity and community impact.

Project Name: Walker County Interoperable Communications and Aerial Situational Awareness Initiative

Description of Project: This project is designed to enhance Walker County’s interoperable emergency communications and real-time situational awareness capabilities for the Walker County Office of Emergency Management, the Walker County Sheriff’s Office, and regional public safety partners. These enhancements will be deployed to field personnel, enabling seamless communication among law enforcement officers, fire service responders, emergency medical providers, and emergency management personnel operating in dynamic emergency environments.

Description of Project: The project will provide real time cyber monitoring, rapid response and forensic analysis, and cybersecurity training for law enforcement and small-to-medium-sized public entities. The project will leverage existing IT infrastructure and training platforms in the Cyber Forensics Intelligence Center (CFIC) and the Institute for Homeland Security (IHS) at SHSU, providing a cost-effective solution for continuous monitoring for digital signatures of malware and cyber events within partner networks.

Project Name: West Little York Stormwater Detention Basin

Description of Project: The project will consist of building three stormwater detention basins to temporarily store stormwater runoff. The three cells, totaling approximately 113-acre feet, will reduce peak surface water elevation and thus minimize flood risks and the severity and duration of roadway inundation. These stormwater detention basins will also receive inflows from Harris County Municipal Utility District 166 as well as a Cypress-Fairbanks Independent School District school site.

Description of Project: The project will mitigate stormwater to protect the community along Langham Creek. The neighborhoods in this area have experienced repetitive flooding due to storm events such as the Tax Day flood in 2016 and Hurricane Harvey in 2017. The project is estimated to result in a 0.28 ft reduction in water surface elevations downstream of the project during heavy rain events.

Westgreen Road Bridge over Langham Creek

Description of Project: The project will be for the construction of both the Westgreen Road bridge and the concrete boulevard 1,000 feet north of West Road to Bridge Creek Terrace Drive. This 2,250-foot segment of Westgreen Rd is the final segment of construction needed to complete the 4.3-mile corridor that provides a critical north-south multi-modal connection from FM 529 to Bridgeland Creek Parkway in a rapidly developing area of west Harris County.

Carl Pickering Water Well Deepening Project

Loop 336 Fiber Project
Recipient: City Of Conroe

Amount: $2 Million
Purpose: The primary purpose of the Loop 336 Fiber Project is to help extend the City’s fiber network to connect to traffic signals throughout Loop 336, which is a key corridor that loops the entire City of Conroe. The fiber extension will also connect to critical municipal utilities, such as lift stations, water plants, and other facilities. The project scope includes an extension of a total of 7.4 miles of fiber optic cable around Loop 336. There are multiple benefits in the usage of fiber optics for utility connection versus traditional cable, including, the elimination of electromagnetic interference, higher speed connectivity versus traditional cable, and the ability for fiber optic cable to be buried, ensuring that the City’s utilities maintain uptime during and after weather events. Loop 336 is an ideal facility to house the City’s fiber conduit, which is well positioned to connect all of the City’s utility infrastructure.

Valwood Street Rehab

Purpose: The purpose of the Valwood Area Roadway Rehabilitation Project is to repair and resurface local neighborhood roadways and to provide drainage improvements in order to help mitigate roadway flooding. The project includes rehabilitation of approximately six (6) miles of roadway maintained by the City within the Valwood Area, located in south-central Conroe. The roadways include neighborhood streets that are bordered by Gladstell Road/Silverdale Drive, South 7th Street roadways include portions of Gladstell Road, Silverdale Drive, S. 7th Street, Foster Drive and South Frazier Street.
