Luttrell Introduces CTPAT Pilot Program Act
WASHINGTON – Congressman Morgan Luttrell (R-TX), along with Congresswomen Mariannette Miller-Meeks (R-IA), Elissa Slotkin (D-MI), and Rob Menendez (D-NJ), introduced the Customs-Trade Partnership Against Terrorism (CTPAT) Pilot Program Act. This legislation would pilot expanding CTPAT to include “freight forwarders” and warehouses, helping reduce disruption of international trade, strengthen border security, and reduce supply chain congestion. The Senate companion was introduced by Senators John Cornyn (R-TX) and Tom Carper (D-DE) and passed with bipartisan support.
“I’m proud to introduce legislation to support a much-needed pilot program that would assess the national security value of including additional trade partners in CTPAT,” said Congressman Luttrell. “This legislation would provide a path to more security at our borders, as well as enhance the security of the supply chain while facilitating the flow of legitimate trade. Strengthening our national security while boosting our supply chain is common sense legislation and I look forward to this bill passing in the House with bipartisan support.”
Following 9/11, Congress created the Customs-Trade Partnership Against Terrorism (CTPAT) program, a partnership between supply chain leaders and the federal government to expedite freight through the country safely and securely. However, the original legislation left out critical links in cross-border supply chains that play a key role in moving goods to the final customer.
