Luttrell Introduces Legislation to Identify Criminal Illegal Aliens

WASHINGTON – Congressman Morgan Luttrell (R-TX) introduced the Criminal Illegal Alien Report Act. This legislation would require the Department of Homeland Security (DHS) to report to Congress on crimes committed by individuals who were previously admitted into the United States under the Processes for Cubans, Haitians, Nicaraguans, and Venezuelans (CHNV), or any other grant of parole who have committed crimes, including their nationalities and ties to terrorists and transnational criminal groups.

"If we're serious about securing our country, we need to know exactly what we're up against," said Congressman Luttrell. "The bill I introduced will give Congress the hard facts we need to work with the Trump administration to strengthen security and make sure those who threaten our communities are stopped in their tracks. Protecting Americans should be the top priority.”

Background: 

  • Since the inception of the CHNV parole program, there have been more than 500,000 Cubans, Haitians, Nicaraguans, and Venezuelans mass paroled at ports of entry nationwide.
  • Some of the top airport locations aliens have flown into under the CHNV include: Houston, Texas; Miami, Florida; and Los Angeles, California. 
  • Jose Ibarra, a Venezuelan national, attacked University of Georgia nursing student, Laken Riley, to death. Jose Ibarra was first encountered by Border Patrol in September 2022 and was released on immigration parole. 
  • Renzo Mendoza Montes was arrested for allegedly sexually abusing a 14-year-old girl in Campbell County, Virginia in January 2024. He was also paroled into the country.
  • On January 20, 2025, U.S. Customs and Border Protection (CBP)terminated the use of the CBP One app for scheduling appointments for inadmissible aliens and ended all categorical parole programs, including the CHNV program. This policy change led to a 93% drop in encounters with inadmissible aliens at southwest border ports of entry in the subsequent 11 days.
