Luttrell Secures Wins, Applauds Final Passage of FY24 NDAA

WASHINGTON -- Congressman Morgan Luttrell (R-TX) scored several key wins in the Fiscal Year 2024 (FY24) National Defense Authorization Act (NDAA), which was adopted in the House and Senate and now heads to the President’s desk to be signed into law. As a member of the House Armed Services Committee and conferee to the NDAA Conference Committee, Rep. Luttrell was responsible for helping craft this legislation.
 
“As a Navy combat veteran, I know how important a well-equipped military force is to protect our country. And as a member of the House Armed Services Committee and an NDAA conferee, I am proud of the work we did with the 2024 NDAA to boost defense spending to provide much-needed funding for our military and national security, as our nation faces unprecedented threats from around the globe.
 
“I was honored to see several of my amendments and priorities accepted into the final version of the bill, including clinical trials on psychedelic therapy to treat PTSD, support for TBI research, and other key provisions that will ensure a safer, stronger United States. This legislation will ensure America can face security challenges with lethality and readiness,” said Congressman Luttrell.
 
The 2024 NDAA:

  • Supports a 5.2% pay raise for service members, the largest pay raise in over 20 years 
  • Authorizes the Secretary of Defense to pay junior enlisted members a monthly bonus to counteract the effect of President Biden’s record-high inflation 
  • Prohibits funding for Critical Race Theory (CRT) in the military
  • Eliminates funding for the DoD’s Countering Extremism Working Group and puts in place a DEI hiring freeze 
  • Continues the prohibition on adverse action on any service member that refuses or refused the COVID vaccine while beginning a path back to service for those that were discharged 
  • Includes a Parents Bill of Rights to ensure parents of children in DoD schools have the right to review the curriculum, books, etc.
  • Cuts wasteful programs at the DoD 

 
The 2024 NDAA also includes the following additional legislative provisions championed by Congressman Luttrell:

  • Supports and provides funding for clinical studies on the benefits of breakthrough therapies for treating Traumatic Brains Injuries (TBI) and other combat-related conditions
  • Fully funds deployment of National Guard troops in support of Border Patrol activities at the southwest border 
  • Supports counterdrug activities 
  • Includes multiple provisions supporting Special Forces’ ability to fight and win
  • Bolsters cybersecurity capacity at DoD by reallocating responsibilities, creating requirements, and increasing preparedness across the Force
  • Authorizes funding for hypersonic research and development
  • Requires a study on service member nutrition across the military
  • Authorizes funding for various programs that are manufactured in Texas
  • Supports funding for Texas’ military installations 
  • Supports the study of TBIs among service members
  • Includes $40 million for Special Operations Command counter drone capabilities
